.exe files are Microsoft Windows Executable files, that can only run on Microsoft Windows. They cannot be run on the iPad, so Safari doesn't download them.
The place to get apps for the iPad is the App Store - have a search, there'll probably be something that can do what you need. Out of interest, what are you trying to do? I may be able to suggest an app.

The iPad must be jail broken so you could install safari download manager and safari Download plug-in directly from Cydia. When you open Safari after the installation you will see on the top an upside down arrow to download .rar .zip or .exe files. PS : iFile (from Cydia) helps a lot to browse your device via iPad
No, no, no! I have exactly the same question, how to download an exe file on ipads with safari. I know perfectly the difference between Running and Downloading a file. Of course iOS doesn't know how to open an exe and other MS / whatever files, but this is no reason to poke at "what kind of file I'm trying to get?" . My ipad is my only mobile internet device and I need it now to download some files for my PC. What is wrong with that??? WTF is this mac's inquisitive policy??? I want a working solution please.
