Check the fan is not blocked and is plugged in, (the connector is good connection). If all looks well and the fan still doesn't turn, replace the heatsink and fan, or the fan on its own if you can get one. Most PC shops stock them or go online to ebay

A) Needs to be opened up. Needs to be cleaned out inside.
Two years? Bet it looks 'scary dirty' inside. After you have cleaned out the inside, donate the 'Gunk' to local mice. They can use it for a condo. (I would charge them rent)
B) Processor may need old Thermal Paste replaced. Clean top of Processor, and bottom of finned Heatsink, and PROPERLY apply fresh, new Thermal Paste.
Primer: Air is used to cool the inside of that All-In-One desktop computer. The Processor and graphics chipset, are the two hardware components that give off the most heat.
The finned Heatsink, and Processor Fan, are the two cooling components for the Processor. When they get clogged with 'Gunk' over the years, the cooling capacity drops -> tremendously.
The Processor fan sensor, senses that the Processor is too hot, and speeds the Processor fan up. Also BIOS speeds the computer case fan/s up.
Could also be that the bearings for the fan/s are bad. Replacement fan, or fans are needed.
ONE THING HOWEVER Karl, to work on this All-In-One you need to wear an ESD wrist strap, and have it's alligator clip connected to a good ground source. This is just like working on a LAPTOP computer, NOT a desktop.

I don´t know what is the system on you comp., but I see on acer site that have only drivers for windows 7, and you don´t need coprocessor driver, or you can with the windows 7 update driver.
Would need more detail but sounds like it is a problem with your processor overheating because of ur fan situation. To be sure of this download a program such as speedfan to gauge your temps.
I have also had this problem. What I did was remove the bottom plate and then the screws from around the fan case. This may sound like it takes the fan plate off but it is held on by two things embedded into the case. You then out the bottom plate back on and it should sound fine . Just make sure you don't void the warranty although if it is still in warranty I would advise sending it back.
Could be a faulty power supply or maybe motherboard problem.But I would open the case and clean the processor fan first as it could be a heat issue preventing start up.
