Sounds like you need a new water pump impeller.
to access the impeller the bottom of the motor needs to be unbolted and the impeller is fitted to the shaft, it is keyed so it only goes on one way. ( impeller kits will come with new gaskets,grease.O-rings and a new key ). re-bolt the lower unit and test.

How do i replace the water pump in a 2005 150 hp evinrude outboard motor

Take the cowling off. Also drop the foot. There wil be a stainless linkage rod that runs the length of the motor that you will have undo to drop the foot. The water impeller will be inside a stainless casing that you will have to disassemble.

Hi have you tried it with the stop switchl/button disconnected, if so you have only got the stator under the flywheel left to replace, regards Phil.
