The problem might lye within the charger of the mobile phone. make sure the charger is inserted firmly into the walk socket. make sure the end of the charger is dusted off.

Pop out your battery for a minute then put it back in and turn your phone on. If that doesn't work, pull out your battery and leave the phone by a heater/ac vent in your house so it dries out. It sounds like you may have gotten it too wet. If letting it dry on the vent overnight/all day doesn't fix it, you may need a new phone.
This can mean your charger port is dirty or damaged. Look in the charger port, see if there are any little pins out of place, (Take out battary). and then try pushing them back in place. If that does not work, take it into store and have them check it. I have the blue one I love it, (even though every one else thinks its old) lol If it can't be fixed hopefully the tech can get you info out. generally the PUK code is mentioned in the instruction manual that comes along with the phone. try using 4 digit combinations(0 to 9) which will unlock.
