Samsung cell phones come with many security features.
In addition to the common feature of preventing calls after
a period of inactivity, some Samsung phones also allow you to prevent others'
use of your phone's SIM chip and access to your files.
One password unlocks the various locks, except for two other
passwords used for the SIM chip. The syntax of the menu items to click to reset
a password differ somewhat between Samsung models but you can figure out
roughly how to apply instructions for one phone to another.

Lock the phone from making calls by clicking "Start" or "Menu,"
"Security Settings" (or "More" and then "Security"), and "Phone Lock" or
"Device Lock."
Change the password by clicking "Start" or "Menu," "Security
Settings," and "Change Password." Then enter a new password.

Set the phone to work only with the current SIM chip by
clicking "Menu," "Security Settings," and "SIM Lock."
Enter a new password when prompted.

Prevent unauthorized use of your SIM card by clicking
"Menu," "Security Settings," and "PIN Lock." Type a new PIN when prompted.

Prohibit access to your files, messages and contact list

there is one option in the mobile Sim Lock.. i think your doughter hit Sim Lock option. don't enter the wrong pin code because as you enter the wrong PIN code 5 times Sim will block Sim lock having the same password as your phone password default password is given in the guide book of mobile see it from there & open the sim lock if you don't want the same problem again then go to the settings there is one lock option ... hit on the sim lock ... then off it.. the lock will not appear in future..
Just enter 00000000 (8times zero) this is the Sim Password and if you want to turn off the SIM lock go to Menu--Settings--Security--in the SIM Lock option press Off--if it prompts enter the SIM Password and you are done with the problem.
you can try to enter the password (note: attempting to enter the password several times might freeze your phone) SIM lock isn't that bad. you said it won't accept any sim? then that's bad. Get it a look and/or return it.
If you forgot your password you can try guessing until 3-5 tries and if t locks there is a pin that can open it that came with your phone company, better yet call your phone manufacturer so they can walk you through the steps and give you codes as well
