This is your fix it is not costly and if you handle a screwdriver you can do this in 30 minutes:
PANASONIC:

SYMPTOMS: 1. FUZZY SPOTS

CORRECTION: SYMPTOMS CAN BE CORRECTED BY EEPROM
CORRECTION TOOL; (LSUQ0100).

To clarify...the LSUQ0100 will correct the fuzzy spots, but it does not fix the blue dot issue..I just fixed mine with LSUQ0100..fuzzy color blobs are gone, but blue dots still there...oh well. :(

to follow up on my own comment, I started to dis-assemble the tv to check for problems, and I noticed the bulb (which I replaced 2 years ago) had many little pit marks on the reflector. I will replace the bulb to see if this fixes the blue dot issue, and report back. Btw, the blue dots are different than the color blob, best way I can describe them is as tiny little blue "freckles" all over the screen
This is the final follow up to this, and I apologize for not posting it sooner. To recap: Some of these TV's have a issue with the controller board that is connected to the 3 lcd screens inside the light engine. The issue is a programming issue that causes "color blobs" on the screen. This CAN be fixed with factory tool LSUQ0100. The tiny blue dots that were on my screen, ended up being the blue LCD was failing, and LSUQ0100 DOES NOT fix that. The only fix for that is to replace the blue LCD, which is quite difficult to find, and inside the very core of the light engine. Most TV repair shops wont even touch it. I ended up finding 52" version of this TV cheap because of external screen damage, I swapped that TV's LCD's, controller board, and prism over to mine. I had to re-use my output lens, as it was different than the 52" version. My TV now works perfectly. The truth is, unless you are willing to tear the tv completely apart, and lucky enough to find the right parts, you TV is junk once the tiny blue freckles start showing up. The blue LCD WILL eventually completely fail. Hopefully this helps some people.
