Ok, I know you have said that you have done the syncing thing but please try it in this order -
1. Insert your Wii Fit disc and start the game
2. Press the Sync button on the board
3. Press the Sync button on the console after you have pressed the board Sync button (not both at the same time)
Hopefully this should work as the Wii software actually has to be running for the board to sync, you don't mention if the game is currently running when you have tried this so give it a go and see how you get on.
Hope this helps and thank you for using FixYa

Check again the batteries in the Wii balance board. The balance board drains batteries quickly, so you need to change the batteries more frequently than with the Wii remotes. Turn on the balance board and press the "Home" button on the Wii remote. The battery indicator for the board will appear in the "P4" icon on the bottom of the screen. If the battery level is weak, change the batteries.
If the battery level is strong, resync the balance board. Remove the battery cover on the back of the balance board and press the red "Sync" button. A blue light on the balance board will begin blinking. Quickly go to the Wii console and open the small SD card slot under the Wii's disc drive. Press the red "Sync" button above the SD card slot while the blue light on the balance board is still blinking. If the Wii is correctly synchronized with the balance board, the Wii balance board light will stop blinking and and stay blue.
Here's a link for basic troubleshooting for the board.

Hi. Thank you for your reply. Please try this troubleshooting. Unplug the AC adapter from power cord then wait 10 min and plug it again.Open the SD Card slot cover on the front of the Wii console, just below the disc drive, and press and hold the red SYNC button for 15 seconds. This will clear all synced Wii Remotes from the console. Then push the red button again, then open the batteries cover on your Wii Remote and push the red button there. After that push the red button on console one more time, then open the batteries cover on your Wii Fit and push red button there. If this not help may your wii fit need service.

SOURCE: Cant sync wii balance board
I know it's been a while since you have posted and have prob already figured it out. But just in case this may help someone else. Try turning off your wii and unplugging from the power source for a few minutes. The plug back in and turn on. At the initial warning screen press and hold the sync button on the wii console for about 4 sec. You will have to resync your wii remotes. Next make sure the disc for the game you are going to use the balance board with is in the system and start the game. Then try to sync the balance board.

Usually answered in minutes!
I cannot connect the wii balance board to my wii console.
I have synced it by pressing both the red sync buttons at the same time, and changed the batteries this morning, it still won't connect.
When i press both the buttons, it usually flashes blue for 5 seconds and then stays blue, but now it flashes blue for 15 seconds and then goes off.
HELP ME!!!
