Disconnect the monitor from the computer. Then turn on the monitor, if the menu keeps on blinking then that means the screen is starting to go bad and the monitor needs to be replaced. You can also hook up the monitor to another computer. If the blinking stops then that means its an issue with the video card in your original computer.

Yeah, I called Dell yesterday, and they said it was a problem that I could not fix myself. Whether that's true or not, I don't know, but my monitor was still under warranty, so they shipped me a replacement right away. I already got it this morning.
If you can hear a very high pitched whistle from the back of the monitor and it's randomly blinking chances are there is a bad capacitor in the monitor. These aren't very difficult to fix if you are skilled in electronics, if not however, then the monitor is going to cost too much to fix for it to be worth it.
