This is what digital signals do if there is not enough signal to paint the picture on your set. If you are using an antenna, then the signal coming from the station over the air is not strong enough or is being blocked by the trees and buildings. The TV needs a signal at least 60-70 % to get the data, and since the FCC mandated higher frequencies for over the air TV, the stations signal will not travel very far. You can try a better TV antenna, with a higher DB gain, but it seems to be a loosing battle for the present.
If you subscribe to cable TV and it is happening, then by all means complain to your Cable Provider as they should send yo a signal that will run your set.

Yes, you should contact them with your problem. They have a 1-888 number that after navigating a group of menus, you can talk with a tech that can test your signal remotely, and dispatch if needed. It may be that your optical cable is bad and needs replacing. Start with:
