Toshiba page is the BIOS first boot page and should boot from either the DVD ROM or the CD ROM then the hard drive. I would go into the BIOS and set it to boot from the hard drive first it is seeking the ROM drive and stopping. If it does not boot to Windows from the hard drive then you have lost the initial boot file.
Or they are corrupted and you will need to restore the computer back to factory settings. You should have the software that came with your lap top it is not really a problem if you follow these instructions. If you have never done a reboot it is strongly advisable to get someone who has done this before to do it for you. I hope that you saved your important documents and files pictures etc to an external source first.
There is another option to watch the screen when it boots see if you can use F10 or F8 or F1 or F2 to get into safe mode during the boot process. It should tell you which key you can use to get to setup from there you can change the boot device process under boot options to hard drive first boot or it may tell you boot order key information. Whatever it is get there and change it to hard drive first boot. I would highly recommend a repair shop or a friend who knows what they are doing if you do not to handle this problem. John

Blank Screen

The bad thing about this is that it could be a software related issue or a hardware issue. If you're willing, you can disassemble the unit and check for a damaged or loose connector to the monitor. If there doesn't appear to be any issues there it may well be that the screen has gone bad or there is something wrong with the driver/setting on the unit itself that is causing the screen to saty off. I'd move forward with the hardware issue first though.

I have a Toshiba Tecra M7 that won't boot and up until this morning nothing worked. This is what I've done so far this morning WHEN it does decide to boot. 1. Power up computer from off with ESC...

Your hard drive may have gone south. Remove it and check with diagnostic software. Bad sectors in critical areas of operating system data will do this.

How/where do I insert the SIM card? Thanks in advance

It is on the right hand side of the laptop above the dvd drive. There will most likely be a blank piece of plastic that protects the opening, if you press on this blank it will release and can be pulled out of the way, this blank and the memory card only fit one way and when you put the card in, it will click in place and lock, to unlock simply push in on the card and will unlock and can be pulled out. Below is the service manual, look on page 249, chapter 4.3.2

Installation of windows xp to toshiba satellite 1695CDT

10gb of RAM is not enough for Windows XP. You need to upgrade your HDD to about atleast 40 GB HDD Minimal... I'd recommend a new PC if you can get that to work out, but I understand the tuff economical times.. You need to provide your computer's part number correct to get the matching recovery disk. Usually they charges $39.95 including shipping to your address in US.
