I had that problem and found it to be simply that the plastic arm of the sensor which watches the output tray on top for an over-full condition got stuck in the UP position. The unit never got to the initialization stage upon powerup because it thought the output tray was full. Just fiddle with that little arm to be sure the pivots are engaged in the holes in its "ears" and that it can move up and down freely.

That normally indicated a heating issue with the print head. Could be the printhead itself or an issue with the electronics module providing the source voltage for that heater

PHASER 8500DN ERROR CODE: 09,038,46.8515

That is a black ink stick count failure.
It is not seeing the black ink stick.
See if a stick is broken or not in place. One may be twisted or just jammed.
Outside chance you would need an ink loader because the sensor is not detecting the ink
Check the black sticks see if you can clear it by moving them around or sliding them up and out and reloading.

Phaser 860 error code 07.003.45:116163

It is a print head tilt error.
Most likely ink is in the stainless steel pivot block at the bottom of the print head.
Also the printer could have been unplugged and the cleaning blade is stuck to the print head.
Or a cable is binding the print head movement.

There is a flag sensor on the registration assembly that is possibly broken.

Not a problem, but turning it off causes the machine to do a setup, which then purges the ink supply and is very wastful.
