The laptop starts fine but then I can not open anything at all, I double click on an Icon either on the desktop or start menu and nothing happens, therefore I can not even do a system restore or a smart restore. Can you please help?

If yes the ethernet chip driver is now missing if it is device manager then sure. we dont have your PC in USA and so posted to USA is ,well, not going to find much help why not go to your countries PB web site not ours. and ask there, and get x10 better answers'
no country stated by you so can not point to that.
look along the top of the keyboard for plastic lugs. There maybe 4 along the top. Use a small flat blade screw driver to unclip these. Failing that lok under the nb for screws marked by a keyboard symbol. Don't wrench the keyboard out as there is a ribbon connecting it to your m/board. Thsi should have a black clip which will either slide back or flip up. Be gentle with it. It only takes a few minutes.
it seems your pc is infected with viruse, it will be better if you can install a good antiviruse like avast 4.8(free) if you cannot then you have to format and reinstall the operating system
