thats normal, its called the balance ring
centrifical force, pushes the water in the lid, outward helping to use the sling weight, as a counter balance
its 100 percent normal to hear sloshing when turning the tub by hand

Withe the power 'OFF' remove the lid then find the black hose leading from the dispenser to the plastic tank.. if clogged with detergent then squeeze carefully breaking up the powder then flush through.. if the hose is behind the front panel then this could also be done by removing the door seal fron the front panel for access.. i have unblocked many a times this way with as little taking apart as possible..
