have a solid state resistor for each heat setting you have a infinite ohm setting on high this tells the main board that you have an overload and therefore your high setting will not work. it's obvious that you know how to solder on a circuit board so just replace the resistor on the high temp path. your values are in increments of 10 so your high setting should register 50 ohms of resistance. this should solve the problem. please rate the solution........thanks
SOURCE: consequences of using high heat in dryer
the vavle in using high heat only comes in to play when you have a load of towels or some other heavy cotton,,thats what high heat is mainly for,,more moisture,,,on the norm medium with a regular load is the way ..now go to the dryer and look at the back vent where the heat comes out does it look like burnt and dark as if you burnt shirt and it stuck to the iron,,that comes from high heat scortching,,rubber in elastic in your sock and other clothing...onthejob slow low and steady

I don't think it is the heating elements. You have checked out all the important stuff. Is there power coming from the controls on medium and low. It sounds like this is the problem.

Check the voltage to the switch when turned to high and the power button pushed on. If you are not getting any power there then the setting switch is bad replace it at repairclinic.com
SOURCE: Electric Dryer -No heat, motor, turns on all
check power you must have 220 if you do check element and t stats with ohm meter if all check ok its either the motor or timer
