Check the main PCB board if has burn connection check fuses if ok if not replace new one on pcb board connect with wire the burn out connection or replace new one.check the resistance of motor & compressor if good using ommeter.

If it's full, and not automatically draining water out to an alternate spot, then it needs to be emptied. If it has a tub inside or under that needs to be emptied because it's full, then that's probably why it won't come on, it's a safety so that it doesn't overflow onto floor.
