If you are speaking about TILTING. Yes it does have a tilting ability.
If your speaking about actual TILING on your monitor, that is done from your computer it self.

To make a stack in your dock that shows all recently used programs go into terminal and type the following: defaults write com.apple.dock persistent-others -array-add '{ "tile-data" = { "list-type" = 1; }; "tile-type" = "recents-tile"; }'

If it doesn't work straight away go into activity monitor and close the dock process.

Why can't I view the entire screen on Windows 8.1. Why does it cut off the tiles on the left?

Windows 8.1 keeps adding tiles of programs that you install and all tiles/ programs cannot be listed/accomodated in a single view and so you have a scroll bar at bottom that can be used to browse through all the programs that are installed on the system.
also please try changing the display resolution to meet the best resolution (for ex: 1440*900pixels) that your widescreen monitor supports.
as that seems to be the actual issue

I installed bellavita glass tile 8x16 im having issues with mortar stickig to it and holding it on wall.. why?

Your not troweling enough glass thinset onto the wall. The thinset should be creamy and troweled evenly most people hold the trowel to flat or use to small of a trowel you also could lightly coat the back do the tile to give it a good mechanical bond

Perimeter of a rectangle

1 tile by 20 tiles - perimeter of 1+ 20 +1 + 20 = 42
2 tiles by 10 tiles - perimeter of 2 + 10 + 2 + 10 = 24
(can't make a rectangle with 3 rows)
4 tiles by 5 tiles - perimeter of 4 + 5 + 4 + 5 = 18
5 tiles by 4 tiles - perimeter of 5 + 4 + 5 + 4 = 18
(can't make a rectangle with 6, 7, 8 or 9 rows)
10 tiles by 2 tiles - perimeter of 10 + 2 + 10 + 2 = 24
20 tiles by 1 tile - perimeter of 20 + 1 + 20 + 1 = 42

So 6 different rectangles. Smallest perimeter is 18.

Splitted and cloned display

When Windows displays the "wallpaper", it has the option to "tile" a picture, e.g., display the picture, like pieces of tile on a floor, as many times as necessary, in order to "fill" the screen.

Change the wallpaper setting to "center" or to "stretch".

Begin by checking the circuit breaker or fuse box. You may find that someone turned the breaker off or removed the fuse. Next the pump most likely has a reset button on it which is evident if you remove the panel covering the mechanical area and look around.
