Welcome to Fixya
No input signal means no video is coming from the PC. You might have a faulty cable or poor connection, faulty video card, faulty motherboard or faulty power supply. Try to troubleshoot first the problem:
Unplug the PC and open it up. Clean out all the dust. Carefully remove and replace all the cables going to the motherboard one at a time. Do the same for the memory dimms and the video and sound cards if you have any. Plug your PC back in a give it a go.

Hi. thank you for your reply. power save is the standard procedure for some monitor if it is not getting any signal from the computer. Have you tried using other monitor to your computer? if same thing will happen using a different monitor, then the problem is the video card of the computer.
alright. if that is the case then the problem is the monitor itself. you might need to check if there are blown capacitors or IC on the board of the monitor.

for the HD15 connection you need to set your TV to PC mode
the only thing I can think that you may be doing wrong is that you need to "ACTIVATE" the external outputs on the laptop,as they are not on by default.
To switch video output mode LCD / CRT (monitor/PC mode) /TV mode plus some dual modes LCD + CRT / LCD + TV
I have found that the overlays used for video playback do not work in the dual modes, (and I have found that CRT monitor mode is best for connecting to a large TV)
so switch your TV to PC input, connect your HD15 cable and SWITCH output mode on your laptop (usually Fn F5) press until you get an output,
you will also need to connect audio, so get a phono -> 3.5mm jack plug and plug that in also, and you are ready to rock and roll
