After loading the laptop, the screen goes black showing only a white mouse cursor that you are able to move. Even tried loading in safe modes but the page still doesn't load.

Have you tried re-installing windows? This is a laptop so it won't be as easy as switching video cards or testing internal hardware. Also have you tried waiting for awhile to see if anything happens?
One option to try before re-installing windows is to repeatedly Hit F8 while booting to get the Boot Option Screen, in there select Last Known Good Configuration (Seeing as safe mode did not work).
If this doesn't work then re-installing windows may be your only option. Sorry I couldn't be more help.

Please restart the computer in safe mode and check if that is loading. If safe mode loads well, then run system restore (Steps depend on the windows version you have) and restore your computer to a earlier date (say 1 or 2 days earlier) when you know that your computer was working fine.

If you cannot login to safe mode then we might have to do a manual registry restore
Please use the link to know more about it. If you are going to use the step, please keep a printout handy of the instructions.

For XP:
http://support.microsoft.com/kb/307545
(follow the manual steps)

For Vista & Windows 7
Boot from OS DVD and run startup repair.

Why a black screen on xps l701x w7 i7 1.73

Black screen - no flashing white cursor in the upper left corner - no picture at all, i.e. the initial Dell start-up screen doesn't show up either:
- LCD is dead or isn't getting a signal - not an easy fix; or
- the LCD isn't being sent a signal - holding down the function [Fn] key and press display Function key to toggle through its settings (LCD panel only, Rear VGA output only, both LCD and VGA output)

Black screen - flashing white cursor in the upper left corner - the screen goes black after the windows loading screens come up but before the windows login screen comes up - it is probably a windows video driver problem. Try starting in Windows Safe Mode with VGA. Press [F8] after the Dell startup screen disappears to access the windows startup menu

Try to get into safe mode and check if the system is working fine.. If it works well there try to do a system restore to a place wr it was working well.. If in safe mode also it doesnt work well then go ahead and reinstall the OS...

Black Screen on Startup.

Did you try " Last known good configuration at start up. If after boot you press the F8 key where you said you went into safe mode, did you try to load the good known config. It sounds like you have a corrupted registry.
