Top Cover Open message appears on LCD display
Physical attempts have been made to close top cover and even though cover appears to physically close the Top Cover Open LCD display remains and the machine will not operate

I have the FD40, and it gives me a Fail to Feed error, and it appears the first row of feeder wheels doesn't even try to send paper through, but all of the other rollers turn. Is there a belt or fuse that runs the first roller? I can turn it manually. Addressing Original Question: Its essential that the PB E700 machine is linked to Pitney Bowes account to either a) add postage or, b) carry out an Inspection. within 90 days or machine will start flashing "Inspection Due" if this is ignored after a further 30 days the machine will start flashing "Inspection Required" and stop printing! Perhaps this is the solution required. a) First Connect machine to telephone line as if you were going to top up with postage. b) Press "Refill" c) Press "0" d) Press "Enter" Machine should display your current balance with PB. And the Inspection message will be cleared. Hope that helps. I also misunderstood the "Inspection" message thinking it was referring to a maintenance requirement, when it is actually an antifraud/security requirement of the postal authorities to check location and usage of the machine.

If you turned the machine off and replaced the cartridge, you can get this error.
Could you try the following procedure below please to clear the error, thanks.
Turn on the unit.
Open the top cover to access the print cartridges.
Remove the new cartridge that is causing the message.
Reinsert the cartridge and close the cover. The following message will appear on the front panel: "Press 1 for new cartridge or press 2 for a used cartridge."
Press the 1 on the numeric keypad of the HP product.
If the message, press 1 for new cartridge or press 2 for a used cartridge, "does not appear after removing and reinstalling the new cartridge, and the low ink warning message still displays,
follow the steps below:
Turn on the unit.
Open the top cover to access the ink cartridges.
After the cartridges stop moving, unplug the power cord.
Remove both cartridges and close the top cover.
Plug the power back in. The unit will reinitialize and a message will appear to insert the cartridges.
Open the top cover and reinsert the ink cartridges. Close the top cover. The message,
Press 1 for new cartridge or press 2 for a used cartridge," should appear.
On top of the operating panel is a small removeable tab with a bump on top. (not the Blue ones) Pull it out of the machine This is the battery holder.
The battery is a CR 2032. Most electronic stores sell them.
I had the same problem, and the cause turned out to be the cover switch not being fully pushed in. On the underside right edge of the top cover, there's a little triangular protrusion that pushes down a black rectangular button (the cover switch) when the cover is closed. The problem occurs because the flimsy top cover is made of plastic and flexes slightly when you close it. This means that sometimes, the right edge of the cover won't seat properly even though it appears as if the cover is closed all the way. When this happens, the triangular protrusion isn't fully pressing the switch down.
To test if this is this is happening, send a print job to the printer and wait for the "top cover is open" error message to appear. Next, open the top cover door and locate the cover switch. It's a little black button in a rectangular hole at the right edge of the doorway near the ink cartridges. Take a pen or a car key and use it to push the cover switch down. You can also use your fingertip to do this if it's skinny enough. If you keep the cover switch pressed down, the power button should start blinking to indicate a print job is coming through. If the print job actually starts printing, then you know the problem was the cover switch.
In my case, all I had to do the fix the problem was close the cover and make sure it was fully seated by firmly pressing down the right edge of the cover until I heard a plasticky "click" noise. After that, the problem went away.
