I have a hobart 4030D this machine dont have output of voltage in the terminals and output of 127 volts, i cant welding need a solution because is my only machine

I'm not familiar with this particular machine, but in general, I can possibly help. If this is a DC output, AC transformer-type machine, the rectifier assembly may have gone bad (older rectifiers are usually selenium based and will develop high internal resistance over time). If the current output is step switched, the switch may be in trouble. Look for a circuit breaker which may have opened. A wire connection may have failed inside the machine. If this is a motor-generator machine, check the generator brushes for failure. Hope some of this helps!

Welder wont strike and keep an ark

Check the output voltage of the welder (the torch and earth clamp). The voltage should be around 30 to 40 volts. If yu see the normal spark from the rod as you strike, but cannot hold an arc, have a look at your rods, they could be old, damp or incorrect for your welder or the type of work you are attempting.

My Hobart handler 120 won't heat enough to weld. What are possible problems?

If you are using solid wire, you need to use a shielding gas like Carbon Dioxide or Argon. Otherwise you will not get *********** and the wire will leave random blobs.

If you are using flux cored wire, you do not need the shield gas as the core is producing the gas shield.

This should remedy it.

Ive got a handler 135 110v - the weld penetration is very poor - using 030 solid wire with 75/25 gas, I have to run the machine at setting 4 to get a half way decent penetration on exhaust tubing, sheet...

This machine is supposed to be hooked up to a 20 amp breaker all alone, with nothing else running off that 20 amp breaker. Also are you using an extension cord? It is usually not recommended to do so, although I have the same machine and it seems to do just fine. Just make sure you are getting proper power to the machine.

How to from 480 to 230 on a 300r 3 phase hobart welder

Assuming 230 volt three phase primary you would need an autotranformer. A very large one. If only 230 single phase is available then it isn't a practical posibility. Probably cheaper to find a different welding machine.

Check your input line voltage. 115 volt Mig welders / plasma cutters need stable voltage / current. Test to see if the voltage drops to below 100 volts when welding. If so, find a more stable power supply.

Sounds like you need a tune up. Check or replace spark plugs, air filter, fuel filter, carberator, and idle linkages.
