thats caused by the optical block which is very expensive to replace. Sony has had alot of issues with the blue dots on the screen its not worth repairing due to the high cost of the optical block
It is one of two issues, the blue video driver is defective, or the blue gun in the picture tube is open. This will need a tv tech to varify the problem and suggest a course of action.
If this is a CRT type most probably loosely connection of the other color gun. Commonly attached to the backend of the CRT.Dust problem or transistor is busted for color red and blue. Or some minor component connected to driving color.

we just picked upi a VS-60607 60 inch projectoin tv, There are several issues with this television. when powered on the colors are allconstrued and teh image is often chopped and warped, we hooked upi the cable yet there are only two local channels recieved and the power will turn off randomly every severl minutes. THATS ABOUT THE NORM ON THIS TYPE OF REPAIR. iF YOUR NOT A TECHNICIAN DONT ATTEMPT THIS REPAIR ON YOUR OWN AS YOU CAN GET HURT AND OR CAUSE MORE DAMAGE TO THE SET. GOOD LUCK
