I had the same problem try this tap the outside of the dial lightly while turning the camera on it should basically "pop" right out if it didn't work it needs to go to a panasonic service technician. most likely the lens is damaged and the mode switch

Return the camera right away, it is clear this is a manufacture defect, nothing more can be done.

My fz28 is stuck in "mode dial is not in proper position'. How do I open the top and fix the problem? Thanks

My mode dial FZ28 is only loose and sometimes I get the same error message. A shop gave me this price for replacing the mode dial: around $100 for the mode dial, $25 for the man-work (French prices). But I don't know if it can be repaired (not changed). If you have fixed yours, any idea will be apreciated. Thanks;

When you turn it on the screen displays "mode dial in not in the proper position." Mode dial does not turn properly.

Something seems to be broken or off between the mode dial and the switch. It also may have broken internal parts.
I have had a camera with a similar problem. It was that the small switch inside was broken, and could not be repaired.
These mode switches can be changed, but will require a digital camera repairman to do such a job. It also could be sold for parts/repair on a site such as Ebay.

Screen reads..."Mode dial is not in the proper position"

I had the same problem, so bought a few precision screwdrivers and took the back off. Be careful, but you can release the top section and on the bottom of the dial is a few plastic spacers which had squashed. I straightened these out, carefully put it back together, and this solved it. I think these spacers hold the electronin dial in place, hence why it comes up with " not in proper position ". If you fancy trying, it only took me 5 minutes and I know nothing about electronics.
