That means your monitor is not receiving a signal from your video card.
A couple things to check:
*Make sure your cable is ok - unplug and replug the cable to see if it is a loose connection. Or try a different cable.
*Make sure your computer is not in sleep mode - Move your mouse or otherwise ensure your computer is awake and sending a video signal
*If you have another computer, try the monitor on the other system and see if it works.

The only thing I could find is that it's a bug in Windows Vista operating system and that make sure your Service Pack and all hotfixes are updated.\
Try this and see if it will temporarly work for you until a permanent fix comes in. before you log off, do a Crtl-alt-delete. Then click on processes. See if you can find your video card listed in the processes and right click it and then stop it. After you've stopped your graphics card then go ahead and put in in sleep mode see if it will come up. Are you sure that the lamps (4) are bad and not the backlight inverter circuits.

Not all the LCD lamps can easily be removed, some of them you have the completely disassemble the screen to get the lamp asemblies out. Need to do voltage checking and caps inspection first, it should have 5vdc for the logic and 16~18vdc for the inverter circuits

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
