I would say the first thing you should do is, drain out your toilet using a cup and sponge, remove the toilet from the floor and inspect the base of the toilet for blockage. Also check the floor floor and gasket to be sure there are no restrictions. If all is clear then run a garden hose full pressure into the drain and see if it backs up. If the drain is blocked and you don't have access to a drain snake then you an go to a local hardware store and buy what is called a drain king that connects to the garden hose and pressurizes the drain to clear the blockage. If you dig up the septic lid make sure you have it pumped at the same time.And as always don't forget to use your rid-ex every other month. Hope this helps.
The filling of the tank has nothing to do with the septic tank so that is a problem with the fill valve. It may need to be rebuilt or replaced. If you have gone to the work to uncover the inlet line to the septic I would go a little farther and uncover the inlet line inspection cover on the top of the septic tank led and you will be able to tell if the Tank is full. There could be a blockage in the drain lines. Call a septic services to go for inspection like water running test and pumping if needed.
