This problem has no specific solution, but the only and the final solution is "Flashing". For nokia, Ufs and Jaf boxes are the best flashing software. If these two can't flash your handsets, then there must be internal problem like cpu or power supply ic. If this is the case, repairing or getting repaired would be tough.
If all your 20 sets aren't working and displaying the same problem and asking for the same key, you better take another look at the flashing software.
