Hold the MENU button for ten seconds to unlock or lock the OSD
I JUST FIXED THE PROBLEM WITH THE MONITOR VOLUME POP-UP VIA OSD LOCKOUT! TURN THE MONITOR OFF, HOLD DOWN THE MENU BUTTON, WHILE HOLDING IT DOWN TURN ON THE MONITOR.....THIS WORKED FOR ME!

When the function key is locked (enabled) only the power button is active. Press the up and down Volume buttons and the Menu button simultaneously again to unlock the function keys.
All i had to do is place a screwdriver between the (black) screen and the (silver) plastic casing. I twisted the screwdriver so the two parts came a bit apart (so the silver casing bends a bit(it will bend right back when you take the screwdriver out)). Then i heard a click, that released the stuck Menu button. Now i have no problems anymore and the monitor is not scratched or anything. Dont know if this will work for other people, but for me the problem is now fixed.

I know how to fix this, but it involves opening up the monitor....
First unplug the monitor and get all the cables out. Then get the monitor of its monitor stand, this is done by unscrewing the four screws at the back of the monitor stand.
Now you can pry open the case with a flat screwdriver. On the inside you see a small electronic board with the power switch and the other switches on it. These 'broken' or dirty switches are what causing the OSD lockout.
Get the small board out of it's bracket and use some ETHANOL or ALCOHOL (atleast 70% pure) to clean the switches, you just spray or drip the ethanol into/onto the switches. This will clean the switches of any grease residu. Then spray the switches with air out of an airspray can untill they are totally dry.
Now you can put everything together and voila! it is working again!! atleast it worked for me :):)
This fix will only work if the switches aren't broken but only dirty or a little bit stuck, if they are broken then you would have to solder new ones on the electronic switch board.

If this doesn't solve the problem, then it's probably the button that got stuck.
There are two things you can do to repair it, but both require that you dismantle the casing, which voids any warranty.. so, if the monitor's still covered by the warranty, or if money is not an issue, have it repaired by professionals on an accredited brand shop (check your warranty details for more information on this subject).
If not, remove the casing, locate the menu button's contact switch on the circuit board, and try to release it using something thin like a screwdriver, x-acto knife, or set of plyers.
If this doesn't work, chances are the menu button is stuck on a loop, sending a continuous signal to the board (which keeps locking/unlocking the OSD).
If so, your only solution (other than take it to a repair shop) is to remove it, by prying it off with a screwdriver or set of plyers.
Of course, you'll lose access to the OSD features, but I guess this is better than to have a message stuck on front of your screen all the time..
This is a tried and working solution, since I had this problem myself (with a Philips 190B monitor), and solved it successfully, with this method.

ok where do i begin?well i tried to turn up the volume and adjust the contrast but i couldn't do any of them coz it said osd lockout and i was like saying wat the f#@k is osd lockout, and now its sayng osd lockout everytime i try to use my keyboard and its getting worse i dont wont to send it to a tech coz they charge to much $$$$$ out of ya and i dont have that kind of monies well anywayits an awful thing wat its doing to my computer its like its taking over everything its like a bug/virus sort of thing

OSD lockout flashes in middle of screen ty...
I have somewhat the same prob., but when I push any of the 4 buttons on the lower right - hand corner of my monitor, (HP Pavilion w2007 - 20 " Flatscreen - monitor), the OSD Lockout appears & stays on for around 10 seconds.
I've tried you're suggestions 1. holding down Menu - 10 sec. & so on, but nothing appears to work. ( the OSD lockout just stays on the duration of the 10 seconds then disappears )
Does the computer need to go thru the re-starting process after the Menu - 10 sec. procedure ?
