It means that you (or somebody) has tried to guess the PIN code for your SIM and got it wrong 3 times.
You now need to enter the PUK (or Personal Unblocking Key) to access the SIM card and use the phone.
If you dont know your PUK, you can get it from your network/service provide/carrier (for free)
Do not try and guess the PUK.
If you enter PUK incorrectly 10 times, the your SIM card will become permanently blocked, and you will need to buy a new one.

The PUK code is asked if you enter a wrong pin 3 times.

You need to call the phone company that released the SIM card, they can retrieve the puk code from a database for free.

In your case you need to contact your SIM card provider technical support to unlock the SIM.


The PIN and PUK are related to the SIM card, not to the phone.

If you replace the SIM card with a different one, then the phone will not ask for the PUK anymore.
