I can't seem to find out why my M700 keyboard switches to the alternate keyboard keys and changes my question mark into a E symbol. I have to exit the program to get my keyboard back. Looked in manual- can't figure it out. What am I doing that slips it into this alternate keyboard symbols?

To type the "and" symbol "&" on your HKC notepad, you can try pressing the "Shift" key and the number "7" key simultaneously.
If this doesn't work, you can try using the on-screen keyboard. To access the on-screen keyboard in Windows 10, click on the Windows icon in the bottom left corner of the screen, then select "Settings" > "Ease of Access" > "Keyboard" and turn on the toggle for "On-Screen Keyboard". Once the on-screen keyboard appears, you can use your mouse or touchpad to click on the "&" symbol.
If you're still having trouble, you can try changing the language and keyboard settings on your device. To do this, go to "Settings" > "Time & Language" > "Language" and choose the language you want to use. Then go to "Region & language" and select the appropriate keyboard layout for that language. Once you have made these changes, try typing the "&" symbol again using the methods mentioned above.
If you are in the Keyboard mode ... i.e., your iPad’s keyboard is showing on-screen, you shield see a button (icon) in the lower right corner that looks like a keyboard. Tap the icon. Your on-screen keyboard should disappear (toggle Off).
It could be just a zero (0)--some onscreen character sets show a zero with a stroke to distinguish it from a capital O, so try a plain zero first. If that doesn't work you probably have chosen (why??) a Danish "Oe" (?) for your password, leaving you 3 choices I can think of offhand. 1) You can try to change the password to one with standard characters. 2) Sometimes if you hold your finger down on an onscreen keyboard it will give you variations on the basic letter you've pressed. Try holding down your finger on the "O" key (while in caps lock) and see if you get ? or, if you're lucky, ?. 3) You could try cutting and pasting the ? I've been using into your password and see if it works.

PS -- I see that Fixya won't even accept the "Oe" symbol I've typed when it prints my answer, just showing a "?", so I guess solution 3 is out. Oh, well.
If it is the Amazon.com account password then go online and change your password. If the device password then try the following:

If you don't remember your Parental Controls password, you can deregister your device instead of resetting, as long as you're connected to a wireless network. You'll need to redownload your content, but items that were transferred via USB will be kept. Here's what to do:
1. Visit the Manage Your Content and Devices (www.amazon.com/manageyourkindle) page on your computer
2. Select the "Manage Your Devices" link
3. Select "Deregister" to deregister your device from your account

Your on screen keyboard should have a button labeled ?123, after pressing this to switch to numbers/symbols, press the Shift key to change to additional symbols.
Can't remember off the top of my head but fairly sure there is a 123 button bottom left of the keyboard that changed it from text input to numeric/symbol input.
The most likely suspect is a bad keyboard, and they are not hard to change, and usually only cost about $15 or so on ebay. You might be able to temporarily use a USB external keyboard too, or the onscreen keyboard
You sound as though your are stuck on European configuration. Go to Control Panel > Regional and Language and reset to North American. May require you to restart the computer. Maybe other ways. (European keyboards (UK anyway) have " with the 2 key.
