You can open the VGA cable and connect it again, sometimes there are two or three vga ports behind your cpu, connect the right one. Try it, if not success, change the cable.
If all of the pins on your VGA cord are OK then it is quite possible that your graphics card is the real issue. If you don't have an aftermarket graphics card then its your on-board one, which is built onto your motherboard, if that is the case you have get a new motherboard. Be sure to back up all of your info because if you upgrade to a better MB then you have to do a clean install. On the other hand if you buy the same one, you should still do a backup just to cover your assets, your able to keep your OS, files and programs intact. Hope this helps!

go there and read, it has HOT key , all laptops have a hot key

SLEEP MEANS THE PC IS NOT SENDING THE HORZ AND VERTICAL, SYNC SIGNALS. AT ALL.
THAT MEANS WHAT>?
It means the PC, VGA jack is turned off.

each PC maker uses there own rules here, its there call
there design and their rules.

but yours is Samsung, ask them. or learn to use google?
I'm not sure what you are plugging this into, or through what type of connection; but if it is plugged into VGA make sure none of the pins are bent on either side of the cord, also make sure it is set to pick up the signal from the right input. If you need anymore assistance with this please let me know.
you might pressed a key on the monitor repress it and enable the monitor or else just remove ram from the cpu and clean it and replug it might it solve your problem
Normaly the monitor is not picking up the signal from the PC, it could
be VGA cord is not connected, faulty, or the video card is faulty,or
the monitor is not compatible to the PC. It could be one of my
suggestions. Trouble shoot by connecting your monitor to another
working PC and see what happens.If not the VGA cord is faulty and not
picking up signal from the PC. Hope it helps.
