If it turns on and spins it will be a dirty lense or dust in the player. Give it a blow out and purchase a lense cleaning CD. If it doesn't read the disk on first few spins it will shut off
Then it is time to replace this player the Laser reader is defective or the disk doesn't spin due to a defective drive motor, in most cases they don't even sell parts for these players and they are not repaired unless under warranty.
If this problem occurs only at this cd/dvd it's a disk problem. If it occurs on various disks try using a cd/dvd cleaner set, a wet one is better. Follow the instructions on the set. The main idea is to put one drip of the included liquid at the set (usually isopropyl alchohol) at a specific place (like small brush) on the disk surface and play this disk. This way the "brush" will clean up the laser lens and after that the cd/dvd player will be able to read the disks. BE CAREFULL not to put too much liquid on the "brush". In case this don't solve your problem, the cd player needs laser lens replacement by a technician.

try a cleaning if that does not work then if the unit has been dropped laser could have been knocked out of alignment or has reached the end of it's lifetime. You didn't tell me how old the unit was I've had CD players that only lasted as little as 11 months and the reader go bad. anyway try the cleaning first and if that don't work I would look for another unit.
