The water fill valve (the plastic thing that the hot and cold hoses go to) has an obstruction (piece of rust or minerals from the plumbing) and the valve won't fully close. A speck in the right place is enough to cause overfilling.

The tubing that is attached to the level switch is loose or off. This hose must be tight on the fittings.
