Hi, Try to remove your memory card from your phone and then see if your phone starts properly. if it starts well, then there is a problem with your memory card. you must format your memory card before inserting it in to your phone.
If this doesn't works, hard reset your phone.
How to hard reset at Nokia N70?
Here are two ways to hard reset or format your Nokia N70 mobile phone: Method 1
1) Switch off your phone
2) Press and hold these 3 keys together:
-green dial key -the star key(*) -the number 3 key
3) Turn the phone on

on the screen type *#7370#
you will be prompted for a Security Code. This is 12345 if you haven't changed it.
