Stop using that charger. I sounds like you have a break in the wire and when you hold it in the right position, the two pieces touch and current flows. Unfortunately the heat is probably being caused by arcing and is a potential fire hazard.
This is a common problem. It may be that the charger is dammaged. these Dell chargers have a micro thin communication cable in them that tell the charger to charge the battery. this micro thin cable can often break. Its use it to prevent the laptop battery from over charging, but if it breaks or becomed broken inside tha charger cable, then the laptop simply won't get the charge signal and the battery won't charge. If this is the case, then you will need to replace the charger with another Dell charger compatible with your laptop
Try this, it worked for me:- Obtain a desktop style charger for the LI 70B battery and charge it separately from the camera. I got a charger at very low cost on eBay. I THINK that the original camera plus original charger won't cope with deeply discharged batteries. I also suggest making sure that the Auto-Power-Down is also switched ON in future. Good Luck.
connect the charger to the socket, then connect the charger to your laptop. if it does not charge remove it for 5mins, connect the charger back. it will work now. sometimes when the battery is fully charged and you remove the charger and connect it back it may not charge until the battery is low;lets say 99%.
First, make sure your batteries are rechargeable. But even rechargeable batteries have a lifespan, try charging it into another charger. If it is charging on another charger, then that means your charger is faulty. If it won't charge on another charger, then the batteries are dead, and you need to buy new set of batteries.

Please, try using another charger with the phone.
If the problem continues, get a screw driver, unscrew the phone and bring the charging port out. The charging port is at the tail end of the phone.
Clean the surface of the panel where the charging port contact the panel with a spirit and allow it to dry for 30 minute. Couple back the phone and i am sure the charging phone will work fine.

Remove the PC labtop battery then re insert it again.
If still not charging check the charger connector if its connected as well.
If there was no problem in the charger connector,Check the charger itself.
These all what you need to check only,no problem in your labtop.
If still not charging means one of these :
1- The BATTERY may needs to be changed .
or
2- The charger may needs to be changed.
