I have seen this issues with GE and HotPoints. I recorded video for You. Hope this will help. I replace usually both : main board and evaporator fan motor.
You have a bad main control board , located on the back of the refrig , behind an 8" X 10" panel . Part number WR55X10942 . This control board , usually clicks when the compressor tries to start , or when the compressor cooling fan tries to start . It also controls the display .
Something has malfunctioned on *********** control board part number WR55X10942 This board controls most functions of the refrigerator. It would be simple to say change the board but this is the first time I have seen one affect so many different controls that I recommend that a service technician come out and make sure that something other that that board is not affecting the other controls on your refrigerator. Please let me know what the technician finds, Thanks, Sea Breeze
you do not hear the fan ? your evaporator fan is not working - shut off everything and remove freezer panel look for any excess ice or frust blocking the fan - if everything is clear try spinning the fan blades with your hands, is there any resistence or it spins freely ? Put back cover and turn it on - if fan fails to spin then you have to get it serviced and change the evap fan motor assembly or check the control board.
your unit won't cool if the fan is not working or working erratically.
Did he check it out and make sure its bad... these ge models are tricky... sometimes they take out the mother board with a bad evap fan motor.. seems like it should still be his problem to help fix, if his repair didnt solve the problem
