Look for the flash button (looks like a lightning bolt) to cycle through the flash options. Flash options can be limited in AUTO Shoot mode.
The manual describes how to use the Flash on page 19 of the manual.

You have a low battery. Try charging it. If that does not solve your problem. you may need a new battery.

My olymous f2-20 has fresh battery and won't turn
The reset is in the setup menu but since you can't turn it on, that's useless. Are you sure the battery is inserted correctly? Try cleaning the battery contacts in the camera with a cotton swab lightly dampened with rubbing alcohol.

Says card cover open when turning on.makes a buzzing noise then shuts back off
you should have either dropped it down the floor or it should have been affected with water or solvents. the only way is you have to take it to the service centre to change the lens array.

I think that's normal. I also have experienced the same always when the screen is exposed to sunlight. Try adjusting its brightness or use an anti-glare protection.
