Small refrigeration units like this one like to fail to cool by developing a small leak and slowly
leaking refrigerant.
THERMOSTAT FAILURE CHECK:
A technician will check the thermostat using using a DMM (digital multimeter). But you can suspect the thermostat if you set the thermostat high and the compressor motor does not run,
then set thermostat low, and the compressor motor also doesn't run - in other words, the thermostat is failing to start the refrigerator's refrigeration system no matter what its setting - an obvious failure of the thermostat.
COMPRESSOR FAILURE CHECK:
If the compressor is dying, you would hear the compressor running almost constantly, but not
sounding quite right (uneven noise, clunking, tapping).
REFRIGERANT LEAK CHECK:
If you unit is low on refrigerant (due to a leak), the compressor motor will be running
almost constantly, but it will sound Ok.

My HVAC unit will not turn off even when thermostat is off. green blinking lights 16.

If the contactor relay by your compressor does not open the compressor will stay running. Either the contactor is at fault for staying stuck OR the thermostat continues to send out the 24 volts to activate the contactor and keep compressor running

Auto/On set to ON. Fan runs.

Sounds like the thermostat, the way to verify is to unplug indoor unit, remove thermostat, take pic of wiring with phone or label the wires as to the terminals. Carefully twist the yellow,(Y) Red (R) and the green (G) together. Plug the furnace back in, if the unit operates normally, replace the thermostat. I am basing this on the fact that the blower speed is changing. This could also be an anomaly within the circuit board in the furnace section, not likely though as the outside unit (condenser) is not controlled n by the indoor board unless this is a heat pump. hope this helps. Duo Therm A/C (2009 Sabre RV) won't shut off

bad compressor relay on control board. The relay is not opening the circuit, allowing the compressor to stay running when unit is turned off. This overheats the compressor and opens a thermal disk shutting the compressor off. When thermal disk cools down, the compressor restarts under load and trips breaker.

RVP 8000 A/C just experienced slight power surge. Compressor on.

I'm leaning toward sticky relay as well, but if you want to confirm it's not thermostat, remove thermostat from wall, and temporarily disconnect the yellow wire from thermostat (compressor) when/if, it happens again. If compressor stays running, I'd say relay for sure.
Just for future reference , Gray wire from thermostat is low fan, green wire is high fan, yellow is compressor, blue is ground. ( For cooling side) The red is 12 v + to furnace and white is negative to furnace.(heat side)

Cooling

Check if the condensar ( outside fan unit) is getting enough free ventilation. IF there is no free air flow you will mostlikely be triping the unit due to short cycling. Ie the unit is pulling its own discherge air causing the compressor to trip due to high back pressure
