The flashing means the FX hasn't been activated yet. Dial up the number you want THEN push DOWN on the knob to activate and the flashing stops and the FX takes effect.
Been using this mixer for two years. The FX displays don't normally flash, I normally just dial in the number then push down on the knob as you say, but now they flash when the mixer is switched on and they won't allow me to dial in the number.
Oh, oh... the FX processor isn't being reset... The first thing would be to check the power at the FX processing board.
Here are schematics: http://elektrotanya.com/behringer_ub2442...
and the FX: http://elektrotanya.com/behringer_ub-222...
The latter one has the FX unit AND the power supply while the first one is YOUR model minus the FX unit and the PSU. One has to be "creative" when searching for documentation.
For these links SCROLL down to a small link on the page "Get Manual" and download both.
They will only let you download two a day without being registered. I would first check the power supplies to thee FX. They use the 5 volts and drop it with two diodes to get the 3.3 volts for the processor chip. Check these AND also check them with an oscilloscope as they might be dipping due to ripple. Note this is a reasonably hard probllem to troubleshoot and will likely require test equipment and electronic skill to solve. Find any repair parts you need at online sources such as Digikey.com and Mouser.com as getting parts from the Behringer distributor is near impossible... I have waited 3 months now with no success.
