Sony has taken down the Playstation network due to hackers penetrating the system and stealing customers personal data, which included credit card numbers. They are currently in the process of slowly restarting the network and should have the whole network available within three weeks. I know this is not the answer you were looking for, but it is the only answer that can be given. Check your credit card statements associated with PlayStation account and make sure you do not have any charges you did not authorize.Keep checking back, you should be able to access their system soon enough.

According to the PS3 website, go to www.us.playstation.com
click on the sign in. Sign into the playstation network using your
email address and password. It will then say that it's sending you an
email on further instructions to change your password. Then check your
email and click on the link provided within 24 hours (otherwise link
will expire). The link will prompt you to put in a new password then
your done. After this is done, then go sign in on your playstation and
