Actually, lithium batteries will often fail after 2 years. Depends on the exact chemistry but a lithium battery running after 3 years is almost unheard of .
Also, lithium batteries prefer to be topped up and NOT run flat, like the old nicad batteries. By all means run then down to say 40% charge and then boot them back up again but running them flat should NOT be required.
If the drill doesn't make nasty noises when running, the batteries are most likely the cause. New batteries will almost certainly be too expensive unless you can find someone who sells aftermarket batteries for your drill.
The manufacturer simply wants you to buy a new drill. But it's not their fault the lithium batteries fail from 1.5years+.
Lithium batteries have a limited lifespan, typically 3 or 4 years, and their capacity between charges decreases over the years.
To extend the lifetime of a battery it should be run completely flat after every few charges rather than topping it up. New batteries need to be charged several times and run flat under normal use before they gain their full capacity.
