The star icon (*) means flashing LED, the bold circle means on, the circle within a circle means off.
The LED's that they are referring to are the NUM, CAPS and SCROLL.
It appears that you have a problem with your LCD. Try connecting an external monitor to your laptop. If you get a display then your LCD display panel needs to be replaced. If no display then your motherboard needs to be replaced.

I press the power button on my Dell Vostro 1500 and the HDD runs and the num lock light stays on and the scroll lock and caps lock flash and the DVD drive light stays on then the thing just shuts itself...

There are 9 states for LED error codes on this model. The error you're describing indicates that the laptop does not detect any RAM (memory sticks). Since you tried to isolate bad memory stick it looks like your motherboard has a problem and needs to be replaced.

Hold the power button for 5 seconds or more - does it turn off properly? If so, can you turn it back on afterwards?

Take out the battery and unplug the power adaptor. Let it sit for a few minutes. Now try the power adaptor alone. If this works, try shutting down and running on battery again.

My laptops screen will not turn on and the lock with 9 keeps blinking. what is wrong with it??

What you saw regarding the lock with 9 is the num lock key. next to that is the Caps Lock key and next to it is the Scroll Lock key. Those are called Lock LEDs. If the status of the light is Flash-On-On then that represents system board error. Next step is reseating the processor, but requires a certified technician to do it, and if it still fails you need to replace system board or the processor of the computer.

Dell Vostro 1510 Laptop; cant get anything on the screen

Same thing happened to me.
I stumbled on this link and the solution made sense to me.
http://en.community.dell.com/dell-groups/new-to-community/f/3511/t/19323146.aspx

What I did was to nudge in the Hard drive to make sure it wasn't loose and press down slightly on the processor even though it didnt feel loose.

Worked for me. Though I'd help someone else since someone else 's post helped me.
