I am assuming you are talking about not being able to move the "Mode Control Collar" and unless you can get it out of hammer mode, you will not be able to change the torque collar either.

If you feel comfortable taking it apart AND its no longer under warranty, my best guess without seeing the tool will be part# N026313 Gear Case Assembly. It costs about $80.00 US

My dewalt slips bad in the drill mode whiile i am drilling in hard material the drill slips real bad and it also does it in the hammer mode. Is that normal

Check the speed selector switch. if it is not fully engaged (usually because of dirt) the gears will slip. cycle the switch a few times.

there should be a slider type switch on top of the drill. and there will be a picture of a hammer, and a picture of a drill. slide accross to the drill picture for drill, and hammer for the hammer drill

You have an internal issue in the housing. Sometimes they will move while slowly operating the drill. If that does not work, the housing has to come apart, more specifically the head.
