Breaking or falling off is a pulley or pulley alignment issue, or a tensioner issue. Belts are just ordered by make and model specs. Don't sweat the details on length.
The spindle assembly is usually held in place by bolts through the mower deck. The deck will need to be removed from the mower to get to them. There will be three or four of them at the base of the spindle assembly, remove these and the spindle will fall out the bottom
Could be a safety switch but it sounds like a bearing or shaft is seized up due to the accident. First thing I would do is to remove deck belt and try to spin each blade separately by hand. By isolating each one, spinning one at a time you will be able to tell if your problem lies in the deck. If you have one that wont move the spindle assembly will need to be replaced. You may want to take a picture or sketch a diagram of belt routing before you remove deck belt to assist in reinstalling the belt when your done. Also, remember to do this with engine off. There is what they call the spindle assembly. Some times if the bearing is not lubed enough or just plain old it will sieze up . When this happens the pulley shears off of the rod it spins on. The deck must be removed and you can buy a new spindle assembly. In most cases you need your old pully however or you will need a new one of those as well. The other possible solution could be the bolt came loos and it simply fell off . In that case you need a new pulley , bolt to hold it on , and a washer in the middle. Good Luck I just had this same problem on a mower I purchased to fix up. It cuts great now.
You need a blade spindle or some call it a mandrel. Some remove the base to replace the spindle, but It's much easier if you drop the base to the lowest setting, loosen the nut for the pulley that is attached to the spindle. I didn't mention taken the belt off because it can be done without removing the belt. once the pulley is removed there are 3-4 bolts holding the spindle from the top of the base, take these bolts out and the spindle will come out. Not sure where you are from, but the cheapest i have found is EBAY. These are new, but a local ACE or somewhere like this may have it in stock.
MOST OF WHAT YOU SAID IS CORRECT.NORMALY WHEN YOUR BELT STARTS DOING THAT YOU SHOULD REPLACE BOTH YOUR DECK SPINDLES AS THERE IS NO ZERK FITTING TO ADD GREASE.THIS HAPPENED TO ME A FEW YEARS BACK.HOPE THIS HELPED
This can be due to a belt slipping or a bad spindle bearing.
And on the difficulty scale,10 being extremely difficult, The belt would be a 1 or 2 and the spindle about 6 or 7 (because the deck usually needs removed for this job)
