There are a couple of ways -
One is to get a program called anydvd http://www.slysoft.com/en/anydvd.html this will allow you to play all region dvd's.
Second is to change the region in your computer settings - Start>Control Panel Be aware that windows only allows this so many times before you are locked to whatever you chose last.

Toshiba allow cheapo makes to use their brand name sometimes.
So if the player is not a genuine Toshiba then there is likely to be a remote hack on the net some where.
If it is a genuine Toshiba then there wont be a remote hack and you will need somebody like DVD Chips to send you a £20 remote that will hack it.
However - many Toshiba machines will not play NTSC discs at all when first set up.
Check out the Video setup menu and you will see a PAL/NTSC/AUTO option.
Tosh's I've seen are preset to PAL but unlike other players the Tosh will spit out any NTSC discs you try to play- set it to AUTO
Check that setting first just in case that is the only thing stopping it
Here's a Tosh hack to try
1. Press the Open button on your remote control to open the drive tray
2. Press the 2 button on your remote control
3. Press the 4 button on your remote control
4. Press the 0 button on your remote control
5. Press the 3 button on your remote control
6. Press the 9 button on your remote control
7. Press the 6 button on your remote control
8. Press the 0 button on your remote control
9. Press the Enter button on your remote control to change the region to 1 for region 1, 2 for region 2, and so on, or 9 for multi-region playback
10. Press the Open button on your remote control to close the drive tray
11. Power off the DVD player
12. Power on the DVD player
If the hack does work make sure the PAL/NTSC setting is on AUTO because R1 disc might still not play

You can change the region code for your drive a maximum of four times.
To do this Right Click on "Computer" ("My Computer" if using XP), select "Properties" from the drop-down menu, then select "Device Manager (or "Hardware Manager") and click the "+" next to "CD/DVD Drives" and then right click on the description of the drive that you want to change the region code on, select "Properties" and then click on the tab labeled "DVD Region." From the list, select the country associated with the DVDs you want to play or just manually enter "Region 1" (without quotes) in the empty field labeled "New Region." Click "OK" and you're done.

I am told that most PAL countries DVD decks do both NTSC and PAL decode
so if true, then only region free decks work or need only be switched using the magic codes. in lINK 1 ABOVE.
Cure 2: is rip the DVD to MP4 and play only on a TV deck that does MP4,
handbrake apps does that for free.
My TV allows USB thumb-drive with piles of MP4 as does it allow any exteranal USB HDD to do the same.

1 Power on the player.(deck) this is not A PC drive nor P1700 portable player is a TV DECK.
2. Open the disk tray.
3. With the remote, enter the numbers 9 8 7 9 and
then press 0 (for region 0, or multi-region). A prompt
at the upper right hand corner of the start screen should tell you that the player has been set to region 0.
4. Close the disk tray.
5. Power off the player and then power it back on.

ship it to your unstated country and bingo solved. region 1 solved.
