For your anti virus webroot, if its corrupted and if it was unlegal that there was delocking mode so it cannot be downloaded again before cleaning your whole OS. Im sorry for telling you this but its reallity :(

issue is typically caused by an incorrect permission set in the
registry. In order to correct the issue, you will need to run a
Microsoft utility that "tells" Windows that you actually do have
Administrator access to the machine.
Click here to
go to Microsoft's Support site to download the utility. Once you're at
this page, click the Download button to begin the download. You will
want to select Run when given the option. Once the utility has finished
running, the DOS window will close and next you will want to restart
your computer. Once the computer has restarted, you should now be able to re-install the software without further incident.
