I had the same issue with my phone. Plug it in to your computer, wait for the computer to recognize the device. Then press and hold the home and power button for 15 seconds. It may take a few tries.
If it's not charging to the point where it drain the battery, then you could have a damage port in the iPhone. With that said, your device needs to be taken apart to replace the charge port. The part looks something like this image.

try a hard reset: press and hold the sleep and home button together until the white apple logo shows then let go, your phone should power up as normal.
try to restore it in DFU mode to do that press and hold the home + power button until the phone restarts after that quickly hold the home button and the phone must remain black (off) now connect it to itunes and make restore
