This error is due to modem not responding problem, or signal strength is low.To cure this error, Follow the below steps :-
Goto start program - control panel - click on phone and modems options - A Window named as Location information opens
Select the country/region are you in now - then specify the area code (or city code) are you in now - then select tone dialing - click on ok button Phone and modem options window will open with the details you have entered in previous window...
