I have a Kenneth Cole KC1683 watch. I don't understand what the dial at the top left does. There are 3 dials. The main one has the hour and minute hands. There is another small one for the seconds. But the one at the top left shows 15-30-45-60 and the 2 hands on this dial move the slowest. I have the manual but it doesn't really explain anything.

It is the dual time zone dial. Set it for another timezone, like London or whatever you're interested in, a timezone your friend is in so you don't call them at 3 in the morning.

If I do understand what you are saying, the 12 o'clock mark on dial moved to 3 o'clock position? If that's right, your watches dial has broken feet and this is why it has moved (and will move again). The only solution to this is to repair the dial feet or even to replace the whole dial. None of these you can do it yourself, so, find the nearest watch repair shop and ask for help.
I have no idea how the things work in India, but any Kenneth Cole dealer shop must be able to sort your problem ( at least it is worldwide experience ). So, visit your nearest Kenneth Cole store and ask for help. Do not forget to rate, please.
