The short line in the tank (about 1/2 inch in tank) goes to fitting just below primer bulb. The other line that goes to bottom of tank with filter attached goes to other fitting.
They sell primer bulb and fuel line kits at Home Depot for like $6.99 or so...not sure if parts will suit your model, but they might. You would have to order the replacement fuel tank though or search for one on Ebay. You can also try: http://www.ereplacementparts.com/
I would recheck the carburetor to make sure you put the diaphragms next to the carburetor and not the gaskets. Please if it is not priming you may have the fuel lines hooked up wrong. Also check the fuel cap to make sure the vent assembly is there. If the tank is not venting, the tank will get a vacuum in it not allowing fuel to flow. HTH Good Day.
The primer ball can be bought at any local mower shop. Just ask for a primer bulb. Remove the screws (usually 2) next to the bulb and remove the plate around the bulb and it should pop right out.
