This is a pretty common problem ... sometimes when the power goes out, the cable box at your house will reset some settings that the cable company had set. I know it is a pain to wait on hold for someone to help you, but most likely you will have to call the cable company's customer service line to talk to a representative there. They will be able to walk you through getting everything turned back on -- and they will also be able to tell you if there is a hardware problem on your end, or if it is a connection issue from their end.
I wish I could be more help on this, but I have had to deal with it several times in the past, and if resetting the box (unplugging it for 5 minutes, then plugging it back in) does not work, they probably have to reset their end as well.
