sounds like the old one is 110 volts , and the new one is 220 volts. incompatable, as the 220 ones would work, but at half power if you didnt use the red wire. might work fine. omit the red wire and wee what happens
Are you sure the breaker didn't trip on one side? If one leg of the 220 is out, the lights and controls will appear to work, but the elements will not heat up. Make sure you have 220 to the appliance. It's also possible that you pulled a wire off somehow when changing the broil element.
You probably have a burnt out element. They almost always short out when they burn out. If it is a coil unit it may be visible. A smooth top unit can't be diagnosed without removing the top glass. Most of the time you can do this yourself. Sometimes when a burner goes it will ruin the switch also.
